1. About the Ministry

    The economic philosophy adopted by the Government of South Sudan is the Free Market Economic System; this is purported to have a sound economic management as the basis for creating a competitive market and an attractive economic environment that is necessary for promoting and establishing enterprises and increasing investor confidence. In line with the national government's policy, the State government of Tambura State has further incorporated these concepts in its policies.

  2. Specific Objectives

    1. To promote both domestic and foreign enterprise and Investment opportunities in Tambura State.

    2. To generate revenue through various business income activities such as registration and business licensing.

    3. To disseminate information about the state investment opportunities both locally and internationally, in order to attract investments.

    4. To disseminate information about the state investment opportunities both locally and internationally, in order to attract investments.

    5. To regulate commercial activities within the state.

    6. To provide competitive and conducive investment and business climate for potential investors in Tambura state.

    7. To encourage, coordinate and facilitate small and medium business enterprise as well as public private ventures in the state.

    8. Diversify income generation activities in the state.

  3. The Functions of Directorate of Commerce, Trade, Industry and Investment.

    1. Promotion of Micro-enterprise through strategies for promotion of activities that encourage development of small scale Industries.

    2. Issuance of commercial and trade licenses to individuals and companies.

    3. Regulate the issuance of industrial licenses.

    4. Establish and oversee the work of an inspectorate quality and safety standards of all products in shops and other commercial enterprises.

    5. Facilitate and where necessary provide training to entrepreneurs in Business skills.

    6. Provide technical and commercial information on opportunities for trade and industry expansion to the private sector in order to enhance economic development.

    7. Develop wholesale markets and efficient distribution of goods and services in the state.

    8. Participate in development of economic and financial policies to achieve commercial development in Tambura State.

    9. Subject to regulation and approval of the national government, the state shall initiate, develop, negotiate, conclude bilateral and regional agreements on trade and technical assistance and also oversee regulations, contracts, protect protocols and agreements in the fields of commerce and Industry.

    10. In accordance with minimum national standards, developed in accordance with paragraph 39 of schedule "A" and schedule "D" of the Transitional Constitution of South Sudan, provide services in the following areas:

      1. Regulation of business, trade licenses, condition of operations i.e. working conditions, hours and holidays.

      2. Trade, commerce, industry and industrial development.

      3. Manufacturing licenses.

      4. Consumer safety and protection.

      5. The issuance of industrial licenses.

      6. Establishment of an inspectorate to guarantee quality and safety standards of all products in shops and other commercial enterprises.

      7. Provide training to entrepreneurs in business skills.

  4. Policy Objectives

    Businesses and or Investors are more concerned about variables that affect direct investment entry requirements, incentives, Trade policies, Financial and foreign exchange policies. The state government together with the National Ministry of Commerce, Trade, Industry and Investment work in coordination to improve investment and Business climate for businesses to flourish.

    The state Government is also cognizant that good practices codify market -driven attributes to encourage sustainable investment over the long term. In order to improve on these, the Directorate of Commerce, Trade, Industry and Investment has put forward the following important policy objectives to guide the ministry in the promotion and development of investment and businesses in Tambura State.

Vision Statement

Tambura State aims to be a leader in coordinated Private and Public Investments which support sustainable communities, attract and provide strong economic opportunities by putting into use the state's Human and Natural Resources.

Mission Statement

To base Tambura State's economic opportunities, resources and policies on programs that fosters private sector led sustainable development and contribute towards positive transformation of the state.

Overall Goal

The goal is to foster Business development, Income generation and job creations by promoting the creations of business and investments and improving the performance of existing businesses and contribute to Tambura State Economy.

The Directorate shall work in partnership with all the stake holders, create conducive business and Investment climate for both domestic and foreign Investments in the state.

The Mandate of the Directorate of Commerce, Trade and Investment.

The Mandate of the Directorate of Commerce, Trade, Industry and Investment is derived from the Mandate of the National Ministry of Commerce, Trade and Industry as set out in the Transitional Constitution of the Republic of South Sudan, presidential Decree No. 101 of 2008 and No. 62 of 2010. This mandate set out the functions of the Ministry/Directorates of Commerce, Trade, Industry and Investment in all the states.

Policy Statement

The Directorate of Commerce, Trade, Industry and Investment is committed to promoting a diversified Trade and Investment platform by assisting development of sustainable enterprises thereby contributing to the socio-economic development of Tambura State.

The policy is to stimulate sustainable expansion and development of Business and Investments by facilitating the creation of a conducive environment for the practice of enterprise with the view to enhance employment and wealth creation within Tambura.
